While conservatives rightly point to the unintended consequences of these laws, arguing that there has never been a policy that has brought about any kind of immigration change, liberals accuse the laws of creating much of today's problem of illegal immigration. In many cases, the law was responsible for the perceived evils caused by the growing population of undocumented immigrants.

Overall, 54% say immigration has been good for the US economy, 44% think it is bad for our country, and 34% disagree. About two-thirds of Americans (65%) and one-third of Democrats (33%) support immigration cuts, but only about one-fifth of Republicans (22%).
   

PRRI notes that respondents who consider immigration a critical issue are more likely to say that immigrants are entering the country than those who believe that immigration has been a good thing for our country. Around three-quarters of those who say immigration is the most important issue also say it is not a "critical issue."
    
This shift is in line with factors that have shaped a more critical view of immigrants and immigration, criminalizing undocumented immigrants for the first time. This accusation is obscured by the fact that America has seen a dramatic increase in the number of immigrants coming, being arrested, and deported to the country in recent years.
    
In recent decades, national and state policymakers have made significant efforts to reform the immigration system, including complex policy decisions regarding immigration law, immigration enforcement, and enforcement. The reforms passed in the 1990 "s expanded the Immigration and Natural Act of 1965 to allow for more legal immigration, while addressing some of the more controversial aspects of its original intent.

 Most supporters of the law assumed that it would be a revolutionary reform that would eliminate racial categories from the immigration law, significantly increase the total number of immigrants coming into the country, and change the composition of our immigration pool.
 

This law has created the conditions for a series of measures that, over time, have produced a system responsible for undermining the nation's ability to control immigration and creating the modern problem of huge illegal immigration.  
    
Jean Danhong Chen A majority of Texas voters (39%) believe that too many immigrants are allowed to come here, and there is a big partisan difference on many immigration issues. Among Democrats, immigration is the top issue, coming in third with Republicans (9%) and ahead of all other issues (6%).
    
Respondents were asked how important it was for US immigration to determine that most immigrants currently in the country illegally are legally here. When the same question was asked about legal immigrants, fewer respondents said they believe they are overwhelmingly filling jobs that US citizens do not want.  
    

In addition to the threat of terrorism, lawmakers have sought to address the problem of illegal immigration and its impact on the US economy.
 

Ronald Reagan's presidential administration addressed concerns about illegal immigrants when it passed the Immigration Reform and Control Act in 1986, which penalized employers who employed undocumented immigrants and instituted a process to amnesty immigrants with no criminal record who entered the country before 1982.
